Charity Cycle Club Rules and Regulations

The Objective of the Rules and Regulations:

The rules and regulations is not intended to obstruct creativity or to put a hamper on any of the Clubs activities but it‘s there to make sure that all participants and support staff will have an enjoyable and safe experience and that they are fully aware of the Club‘s rules and regulations and the guidelines applicable in which they will be allowed to participate within.

These rules and regulations are not negotiable and must be agreed to before any person / individual or body join any of the Clubs activities i.e. training rides / Club rides or Tours. By conforming to the Clubs rules and regulations participants will have fun and enjoy their participation in the Club‘s activities as all
participants will have a clear understanding of the boundaries and limitations in which they will be allowed to participate within and they will have a clear understanding of what can be expected should they make themselves guilty of any wrong doing.

The Charity Cycle Club do not organize races but Cycle Tours with the objective of getting a team of road cyclists to all complete the Cycling Club‘s training rides and Tours in a safe as possible environment conducive to team building and team spirit. The main objective of the Club‘s Tour remains to raise funds for various charity Organisations whilst having fun through participation in a Cycle Tour.

1. Structure and applicability of the Rules:

a.
The rules of the Tour are managed by the Club Management and in conjunction with the Tour Management respectively.
b.
The rules set out below are not necessary definitive and complete.
c.
Failure to comply with any of the rules will result in financial and other penalties during Club activities and could lead to a rider‘s disqualification and the release of participants from any of the Clubs events and Tours currently or in the future.
d.
Various categories of penalties have been implemented as a guideline to the management as set out below.
e.
The interpretation of any rule by the Club Chairman, Tour Captain / Commissaire will be final and binding to all Club members / Tour participants and will not be negotiable under any circumstances.
f.
Invitation to participate in any of the Club‘s activities or Tours will only be upon receipt of an official invitation from the Club.
g.
The Club / Tour Management reserve the right to alter the rules and regulations as it deemed fit.
h.
The Club reserves all its rights.

 

2.Definitions :
For purposes of the rules, the following terms shall have the meanings set out below:

“Tour Commissaire” means the official Tour Commissaire appointed by the Club (On Tour this person will normally be the Ride Captain).

“Maximum stage time” – the maximum time allowed to officially complete any stage as determined by the Tour organisers from time to time.

“Outcast rider” – A rider whose conduct is not in the interest or team building / safety of the Club and its members / participants who participate in the Clubs activities. Such a person will not be allowed to return to the Club activities for a period as determine by the Club Management and is therefore no longer welcome to participate in the Charity Cycling Clubs events and activities. This can only changed at a special Club meeting and only once the Club send out written notification that the decision has been changed to the individual concerned.

“Ride Captain” – a rider who is in charge of the actual Club ride.

“Tour Chairman”– The person appointed by the Club to be in charge of the Clubs Tour and therefore needs to co-ordinate all the activities of the Tour Management and its members.

“Tour Vice Chairman” – The person responsible to co-ordinate information meetings /briefings, assist the Club and Tour Chairman’s respectively.
-
“Tour Safety Officer”– The person who is responsible for the safety and medical aspects involved in the Tour or training rides. This person is mandated by the Club Management to act in the interest of safety and medial wellness at all times.
-
“Domestique” – This person is the rider task with looking after slower riders and therefore will communicate any relevant issues regarding riders and poor performers to the Safety Officer and ride / Tour Captain.

“Tour Owner” Johann Maré is the owner of the event and have veto rights to all Club and Tour decisions.
-
“Club” –refer to the Charity Cycling Club.
-
“Club Members”–registered members to the Charity Cycling Club and affiliated with CSA.
-
“Club Rider” – participants in the Club‘s activities but not necessarily affiliated to the Club or CSA.
-
“Club Management” – the people in control of the Charity Cycling Club as formulated in the Club Constitution.
-
“Tour Organisers”– the people in control of the Charity Cycling Club‘s Tours.
-
“Tour Management” – the people in control of the Club‘s Tours and might not necessarily include Club Management or Club members.

 

3. Adherence to rules (APPLICABLE TO ALL RIDERS)
a.
All minimum criteria should be achieved before the Club Management will decide on the final Tour Group
b.
Criteria includes:
c.
Adherence to Club rules and regulations.
d.
A favourable past track record with emphasis on safety and teambuilding.
e.
Participation, general attitude and fit into the team.
f.
Participation and achieving of the minimum required attendance to training rides.
g.
Fitness levels during the training rides. (The Club expect improvement as the training rides progresses).
h.
Payment of Training ride fees .
i.
Contribution and commitment to the Charities the Club support.
j.
Size of the team.
k.
Meeting of all the Tour criteria including financial contribution.
l.
Riders will only receive confirmation as to their participation in the Tour after the final Time Trial.

 

4. Medical :
a.
Riders will only have their participation in the Tour confirmed once the Club Management have received a signed medical certificate from a medical doctor verifying the rider‘s health status in order to compete in an endurance Tour of this nature.
b.
Riders must ensure that they are in good health and well trained.
c.
The Tour organisers reserve the right to prevent a rider from continuing with the Tour on receipt of medical advice from the official Tour Safety officer / medic or any other medical doctor recognised by the Tour organisers - the decision of the Tour organisers in this regard shall be final.
d.
All medical costs incurred during Club rides / Tour will be for your own account.
e.
Compulsory evaluations will be done monthly / daily to analise your personal situation /circumstances.
f.
You must provide the Club with all your medical aid details.
g.
If the medical team feels that you are at risk then you will not be allowed to ride the following day / ride.
h.
The decision remains with the Safety Officer to upheld and change his /her decision should they feel that your condition has improved and it‘s no longer a medical risk.
i.
You will be responsible for any additional costs incurred as a direct or indirect result of you participating in the Clubs activities / Tours.
j.
It is your responsibility to go for a medical checkup before participating in the Tour and this medical certificate needs to be handed over prior to the final Time Trial and start of the Tour (NO CERTIFICATE - NO PARTICIPATION in the event).
k.
The medical officer has the final say in all medical related incidents and can tell you to get off your bike and into the ambulance / support vehicle in the event of any safety issues /risks or scare - this is not /never negotiable – failure to comply with this rule will result in you becoming an “outcast rider”.
l.
Before and after any ride the compulsory stretching sessions will be in your own interest, you must be on time at all times in order to participate.
m.
You must supply the Club with all your personal medical details and advise about any medical condition you might have.
n.
The ambulance and paramedics are a part of the Tour to assist and provide immediate assistance whenever possible. In the event of an accident, the ambulance if available, will take you to the nearest hospital / medical centre where your medical aid / medical insurance will take over.
o.
Medical support on any rides will only take care during the event and will only be given in the event of an accident only.
p.
Medical issues will be taken seriously and non compliance will result in your disqualification.

 

5. Language :
a.
No foul language allowed.
b.
Do not swear, shout or scream at anybody else.
c.
The official language will be English.
d.
Treat all other road users (including fellow participants) with dignity and respect as you would like to be treated as.

 

6 .Financial Contribution:
a.
You must register to the Club (member or rider) in order to participate in any of the Club‘s training / Tour rides.
b.
You must pay for accommodation during Club training / Tour rides as and when required.
c.
Additional charges like clothing are not included in the initial fees.
d.
You must pay for your own food and beverages as and when required.
e.
Limits will be set for all food and beverages as stipulated by Club / Tour management during training rides as well as whilst on Tour.
f.
The Club reserves the right to limit product and quantities and therefore any additional costs will be for your own account.
g.
You will have to pay for your own luxuries however basic necessities will be supplied as far as possible.
h.
Your contribution to the Clubs activities / Tours must be paid to the Club Treasurer as required and communicated.
i.
You will receive a receipt for all monies paid to the Club.

 

7. Alcohol:
a.
Responsible usage is allowed.
b.
Any misconduct will result in your disqualification and you being treated as an “outcast rider”.
c.
The Club reserves the right to limit any product available to you free of charge.
d.
Any unnecessary wastage or intoxication will result in disciplinary action and will lead to your disqualification.
e.
If you misuse alcohol then you will be requested to leave the Clubs activities, rides or Tour immediately and at your own costs.
f.
You will not be refunded for any funds donated to the Club.
g.
Limits will be set on all free beverages, there after you pay for yourself.
h.
No drinking of alcohol in any form during the ride allowed!

 

8. Personal Hygiene:
a.
Everybody will be responsible to maintain good personal hygiene throughout the Clubs events to ensure that the highest level of personal hygiene is maintained where ever and whenever appropriate.
b.
Cycling kit will be washed and will be cleaned. Riders are required to mark clothing appropriately with your initials and ensure you hand it in immediately after the ride or else you will be responsible to wash your own clothes where ever applicable.
c.
Ensure your kit is clean and in good condition in order to promote the sponsors, brands and The Club.

 

9. General Points:
a.
You will be required to assist with preparation and general duty throughout the Clubs activities / Tours i.e. assist with packing / unpacking of vehicles before and after rides.
b.
Assist with water, cool drinks etc. to and from cooler boxes as and when required.
c.
Assistance with and cleaning up after meetings/gatherings – compulsory.
d.
Attendance of information briefings after rides is compulsory as its your own interest to be informed wrt all happenings.
e.
Each participant must be prepared to share accommodation whenever appropriate.
f.
Should you not be prepared to share accommodation then you must pay additional cost in order to cover all costs for your own room.
g.
The financial contribution will not be refundable should you not be able to complete any of the Clubs activities / Tours for whatever reason.
h.
You will assist with any daily chores as requested by the Ride Captain / Liaison Officer or their respective delegations.
i.
You will be required to sign an indemnity form and agree to the rules and regulations – COMPULSORY.
j.
You will upheld the safety of yourself and all other participants at all times.
k.
You will provide assistance to the slower riders as and when required, we're not leaving anybody behind.
l.
Promote the same objective, to complete the entire distance whilst having fun amongst fellow participants.
m.
Not all riders have the same ability. Stronger riders are requested to assist and help the slower riders as far as possible.
n.
The team is looking for a positive attitude even if you‘re tired!
o.
You must keep left of the road at all times and indicate any potential hazards.
p.
Support the Ride Captain at all times!
q.
You will be photographed and must be prepared to be interviewed.
r.
You will be expected to promote the sponsors and the charities we support.
s.
You will be required to clean up and not to expect anybody else to clean up on your behalf.
t.
Ensure that buses / vehicles are kept clean please do not make a mess!
u.
You will conduct yourself in a positive manor without bringing the Club into disrepute.
v.
The minimum age of participation is 18 years on the day the Tour starts.
w.
You will be photograph and the Club reserves the right to use and publish any photograph wherever and whenever required.

 

10. Conflict between riders:
a.
Familiarise yourself with the Clubs management and the rest of the riders in order to promote team spirit.
b.
You need to table issues and grievances etc to the Club / Tour Management; however it‘ remains your responsibility to resolve any issues.
c.
You are not allowed to spread rumours about other riders.
d.
Any rider who spread rumours about other riders will be disqualified.
e.
The Club / Tour Management will assist with issues / grievances if requested however the responsibility remains amongst the parties in order to resolve amicably.
f.
The decision of the Club / Tour Management is final in all issues.
g.
Disrespect to fellow riders or any form of poor sportsmanship will lead to your disqualification.
h.
Any physical / verbal abuse between riders will not be allowed and all relevant parties will become “outcast riders” and will not be allowed to participate in any future Club events / Tours.
i.
Any rider who creates unnecessary issues in contravention of the Club rules and regulations will become an “outcast Rider” and will be disqualified and disallowed to participate in future Club events / Tours.
j.
The responsibility remains with riders to resolve issues amongst themselves and fellow riders / support amicably.
k.
Failure to attempt to resolve any issues will result in the parties to become “outcast riders” and they will be disqualified and disallowed to participate in future Club events / Tours.
l.
Any rider can protest the Club / Tour Managements decision and the protest procedure need to be followed.

 

11. Bicycles and equipment:
a.
Only road bikes in good working order and Tour ready at the start of each stage will be allowed to start that stage.
b.
For purposes of rule “Tour ready” means the following:
c.
The bike is in safe working order, as determined in the discretion of the Commissaire.
d.
The use of tri-bars or time trial bikes is not allowed.
e.
Each rider is responsible for the maintenance of his/her own bike for the duration Club training rides or Tours.
f.
In the event of mechanic breakdown then the bike should be loaded onto the support vehicle whilst attention get given in order to fix any mechanical breakdowns without delaying the team.
g.
The Team will stop and wait for a bicycle with a puncture if possible and safe to do or else riders will have to load bikes, fix the problem and join later.
h.
You are responsible to ensure your bike is serviced prior to and maintained throughout the Club rides / Tours and is generally in good and clean condition.
i.
You are responsible to ensure your bike is adequately equipped with lights etc for night or any other condition like wet weather riding.
j.
Should you not have lights on your bike during dark rides then you won‘t be allowed to ride until it‘s light.
k.
The decision to allow riders to ride remains with the Ride Captain / Safety Officer.
l.
Poor conduct, poor sportsmanship, dishonesty or theft of fellow riders equipment will result in the offending rider becoming an “outcast rider”.

 

12. Helmets and Clothing:
a.
You will only be allowed to wear official cycling kit and T -shirts once issued at all Clubs activities / rides and Tours.
b.
You will only be allowed to cycle with Club Official Cycling kit (leave anything else at home) once issued with such kit.
c.
Each rider must wear a helmet at all times while riding during the Tour.
d.
All helmets must comply with international ‘ANSI‘ standards.
e.
Appropriate riding attire, including Club shirts, must be worn at all times once issued with such an article.
f.
Whilst on Tour riders will only be allowed to ride in identical cycling jerseys and shorts at all times unless a special shirt has been awarded to an outstanding rider.
g.
You will be required to take pride and responsibility for your Club riding kit.

 

13. Team Riding
a.
Riders must ride with the team as stipulated by the Club and the Ride / Tour Captain or officials.
b.
We cycle, if road conditions allow, side by side and 2 up at all times and then rotate with riders moving over to the right and then by falling back closely to the bunch in order to minimise any safety risk – failure to do so appropriate will lead to disciplinary action been taken against defaulters.
c.
The Ride /Tour Captain and Safety Officer are allowed to change the ride format at any time in the interest of safety of the participants.
d.
If conditions allow then we will always ride side by side in formation of two riders.
e.
If conditions allow then we will always cycle in the emergency lane.
f.
No rider is allowed to break this format.
g.
The team will cycle on a rotation basis with all riders taking turns in front.
h.
No overtaking of the yellow line / white line (which ever applicable) will be allowed.
i.
The crossing of the middle / centre line from the left hand lane to the right hand lane will never be allowed at any time unless instructed to do so by a traffic officer or ride / Tour Captain..
j.
Rider separation is not allowed therefore do not fall behind intentionally.
k.
You are not allowed to overtake the lead vehicle.
l.
You are not allowed to fall behind the sweeper vehicle.
m.
Riders defaulting stand the risk of being disqualified and will not be allowed to participate in future Club events and Tours.
n.
No rider may receive physical assistance from his/her team members whilst riding in the front or middle of the echelon / peloton.
o.
Stronger riders may assist slower riders on uphill climbs but not whilst echelon / peloton riding due to safety issues.
p.
Riders not able to stay with the group will be taken off the road and will have to remain in the support vehicles unless otherwise authorized by the ride / Tour Captain or Safety Officer.
q.
A rider is allowed to “double back” and to fall to the back of the group in the event of taking strain in order to recover, however this must always be done with safety in mind.
r.
Such rider‘s performance / attitude / actions may not affect the progress of the team negatively though, i.e. by slowing the team down.
s.
Riders must participate in pace setting and doing turns in the front as far as possible.
t.
Riders are not allowed to fall back and hold onto support vehicles. Riders not able to stay with the team will be told to get off their bikes in order to recover and if the ride captain allows to join again later on during the ride.
u.
The actions of riders, i.e. riding without both hands on the handle bars will not be allowed and no rider shall endanger any other rider in doing so through bad and irresponsible behavior.
v.
The Ride Captain is in charge of the training ride /Tour ride and you must obey his instructions and directives at all times.
w.
If you are told to take a rest day or recovery for any part of the day whilst on a official ride by the Tour Management /Safety Officer or should the ride Captain feel it's in your interest, please do so without any issues or arguments. Failure will result in your disqualification / and in you becoming an “outcast rider” .
x.
Reflector jackets to be worn at the Ride Captains discretion – COMPULSORY –failure will result in you not being allowed to continue with ride to the Clubs events /activities or Tours.
y.
No crossing of the centre line or yellow line (whichever applicable) allowed - penalties will be instituted and will result in disciplinary action been taken against defaulters. Continuous wrong doings will result in your disqualification and exclusions.

 

14.Time Trial before the annual Tour:
a.
The final training ride will include an individual time trial in order to confirm a rider‘s ability to complete the Tour successfully.
b.
Should the rider not be able to complete the Time Trial in the maximum time allowed then such rider will be disqualified and will not be considered to participate in the Tour.
c.
Even though the Tour is not a race, the purpose of the time trial is to determine if a rider would be able to cover a specified distance on his /her own steam within the required time.
d.
Riders are not allowed to slipstream any vehicle or faster riders.
e.
Any defaulters will be receive a financial penalty and could be disqualified immediately.
f.
Participation in the time trial is compulsory for all potential participants.
g.
Participants not arriving for the final compulsory ride will be disqualified and will have to launch a protest in writing in order to be re-considered.
h.
The Club management will consider / view any issues with regards to mechanical breakdowns / flats on its own merits.
i.
All of the remaining rules are equally applicable to the time trial.

 

15. Stage /training ride Starts
a.
The start of every training ride / Tour stage will be determined by the Club / Tour committee and will be communicated beforehand.
b.
Financial penalties will be introduced for all late comers and must be settled on the same day to the Club Treasurer in cash.
c.
The Club / Tour Management reserve the right to cancel any ride at short notice.

 

17. Prohibited Equipment
a.
The Tour organisers may at any time prohibit any other item of equipment (other than essential cycling equipment) at their discretion and riders shall at all times comply with any such prohibition.
b.
MP3 players whilst riding.
c.
Ear phones whilst riding.
d.
Cell phones whilst riding.

 

18 .Timing
a.
The Time Trial is the only part of the training rides which will be recorded for time keeping purposes.
b.
The Tour is not a race therefore time lapsed will not be of any other than academical and statistical importance.
c.
No rider is allowed to start late or after the team has left and any delays will result in financial penalties to the offender.
d.
In the event that a rider has overslept and have been left behind then such a rider should find a taxi / lift in order to catch the team. All costs including financial penalties will be for the individuals account.

 

19. Abandoning of a training ride / Tour stage
a.
The Tour organisers may abandon any training ride / stage at any time in their discretion due to safety concerns or any other reason which they consider appropriate. Should any stage be abandoned, the remaining provisions of this rule shall apply.
b.
Any rider who withdraws from a training ride / Tour stage will not be refunded for any financial loss what so ever.

 

20. Traffic Regulations
a.
The Club does not always have exclusive use of any public or private roads during training rides as well as the Tour.
b.
All regular traffic regulations must be observed at all times during Club activities. (In South Africa we drive/ride on the LEFT HAND SIDE of the road!)
c. All instructions of marshals / support / traffic officials must be strictly adhered to, failure to do so will result in penalties and riders becoming “outcast riders”.

 

21. Registration and Briefing
a.
Club registration takes place as indicated.
b.
Tour registration takes place the day prior to the start of the Tour or as stipulated by the Club Management.
c.
Club affiliation and CSA licensing requirements can be done through the Club should the Club receives such a request in writing.
d.
Riders will have to fund such costs themselves.
e.
Riders must report to registration as it has been notified and need to bring along all required documentation.
f.
All riders will be notified in writing that they have /haven‘t been allowed to participate in the Tour.
g.
A pre-Tour briefing will take place at the time and place indicated in preceding communications.

 

22. Nutrition and Hydration
a.
The Charity Cycling Tour passes through very dry and very hot areas of South Africa. Riders retain the ultimate responsibility to carry enough water and nutrition with them.
b.
The Club and Tour organisers will as far as possible provide water and nutritional products on the route which is intended for drinking purposes only.
c.
No excessive use of water for any other purpose will be permitted.
d.
The Club will provide a light lunch after training rides which will be included in your registration fee.
e.
A light dinner will be provided every day whilst on Tour which constitutes one serving per rider.
f.
The Tour organisers will endeavor to ensure sufficient food at all times however each participant will have to substitute any second helpings / additional requirements from their own pockets.
g.
Nutritional products, beverages and food will be provided wherever possible. Wastage of food will result in penalties and might lead to disqualification.
h.
Cool drinks like Coke should not be wasted or used unnecessary.
i.
Cool drinks like Coke should not be used in your bottle in the place of nutritional products unless you are prepared to pay additionally.

 

23. Seconding and Outside Support
a.
No seconding or outside assistance is permitted under any circumstances (i.e. friends or family not allowed to join).
b.
No family or friends are allowed to join you on route.
c.
Family and friends may join upon completion of Tour or Club activities, subject to availability of space.
d.
Permission must be obtained from the Club Management in writing.
e.
Family or friends only allowed once confirmation received from the Club Committee.
f.
All costs involving family or friends will be for your own account.
g.
No family or friends allowed on Tour Camps or on Tour.

 

24. Medical and Technical Assistance
a.
Medical / technical assistance will be supplied, as far as possible, by the Club / Tour organisers along the way.
b.
Riders will be required to pay for any spare parts received.
c.
Riders will remain responsible to cover all expenses for any of the above.
d.
The Club / Tour Management will not be responsible for any injury or loss to any person / rider /participant in any event whilst participating in any of the Clubs events.

 

25. Environmental and Ethical
a.
Riders must respect the environment at all times, and no littering or damage to the environment will be tolerated.
b.
In particular, but without limiting the generality of this rule, the following actions are specifically prohibited:
c.
- Throwing away of rubbish, water bottles, packaging or bike spares.
d.
- Urinating in public.(where ever possible)
e.
- Riders must respect privacy and lady riders at all times.
f.
- Riders are not permitted to smoke on route.
g.
- Support Staff should not break any legislation regarding smoking laws.

 

26. Protests
a.
Any protests relating to any Club / Tour activity must be submitted in writing, to the Club Committee.
b.
A deposit of R250 must accompany any protest, before the protest will be considered.
c.
If the protest is upheld, the deposit will be refunded. If the protest is not upheld, the deposit will be forfeited and donated.
d.
Any protests must be submitted within 15 minutes at the end of any training ride or Tour stage ride to the Ride Captain.

 

27. Doping
a.
The Tour organisers reserve the right to test all riders for doping and/or the use of any illegal substances.
b.
All test results will be forwarded to national cycling federations, and positive results will lead to penalties as set out.
c.
Illegal substances will not be allowed and therefore participants are requested to refrain from any such usage.

 

28. Code of Conduct
a.
All riders are expected to display good sportsmanship at all times, and must not use offensive or abusive language during any of the activities, training rides or Tours, act in an unsporting manner, be disrespectful to the officials, or ignore the Tour rules and regulations.
b.
All participants in any Club event must sign an indemnity form and must indemnify all other parties involved in the Club‘s activities.

 

29. Bicycles and Technical Support
a.
The Tour organisers will as far as possible appoint a rider with good technical abilities to assist with any technical issues.
b.
This is however not guaranteed and therefore a rider might not be able to complete a training ride or Tour stage due to mechanical breakdown.
c.
The Tour organisers will not take any responsibility or theft of any equipment, spare wheels or any items lost during a training ride or during the Tour.

 

30. Tour Nutrition Service
a.
The Tour organisers will provide Tour nutrition as far as possible however should the Tour not be able to secure sponsorships then participants will be given an opportunity to bring their own or have to contribute financially for any product purchased by the Club.
b.
The Tour nutritional products is available through the self-service station however if the Tour management feel that it get abused then it will be controlled.
c.
Do not waste food, water are any other product / beverage during the Tour.

 

31. PENALTIES AND FINES

Any breach of the Tour rules will be subject to penalties as per the table set out below.

32. Financial Penalties for participants
Any financial penalty levied by the Club / Tour Captain / Commissaire in terms of rule 31 must be paid in cash by no later than the start of the immediately following stage, failing which the rider will be prevented from starting.
Any financial penalty is payable per rider in breach of the relevant rule.
All financial penalties will be donated to the Club for future development / usage and will never be refunded or repaid.
Failure to pay any fines will result in your disqualification and a lifetime ban will be instituted against the offending rider.

 

33. Discretion of the Club Management / Commissaire
Where any additional rule interpretation is required, or where specific provision for any incident has not been made in these rules, the decision of the Club /Tour committee will be final.
